Provides guidance on establishing a water quality monitoring program that can demonstrate the effectiveness of Best Management Practices (BMPs) in order to reduce nonpoint source pollution in stream systems. It is not a "how to" manual, but rather it is intended to guide the reader through important questions that must be answered before any practice is implemented.
