Plate 191X. Upper Valley 1945 - 2003 Viewed south in Upper Valley after the area had been root-plowed and reseeded by the Forest Service to improve range conditions. Sagebrush and rubber rabbitbrush, however, have since reinvaded the site, while pinyon, juniper, and ponderosa pine have increased on the distant hillsides. The area had not been grazed by livestock in 2003, but fresh elk sign was abundant.
