Plate 1516X. Horse Valley 1979 – 2004 In addition to the Photo Plot Transect (Plates 1511x to 1514x) in Horse Valley, the Forest Service established two Parker Three-Step Transects in 1979. Plate 1516x is viewed northeast at the start of the second transect. Aspen has not regenerated in many years despite the elimination of livestock and a decline in the number of deer. Conifers have increased.
