Plate 1523X. Blue Meadows 1957 – 2007 The Forest Service established two Parker Three-Step Transects at the western end of Blue Meadows northwest of Panguitch, Utah in 1957. Plate 1521x is viewed north at the start of the second transect. Pinyon, juniper, and oakbrush have increased, while sagebrush and grasses have declined, as would be expected in the absence of fire. The area was more heavily grazed in 2007 than in 1957, but that is likely due to the lack of rainfall and the decrease in forage production associated with the increase in pinyon-juniper (Kay 2003), not livestock use per se.
