My purple crown locust has never bloomed in the 5 years that I've had it and the past two years in the summer whole branches of leaves are dying off. Should I remove it and start over?

Purple Robe or Purple Crown Locust are highly susceptible to locust borer, and that is probably what is affecting the branches and leaves dying off. I know in certain nurseries, survival rates for locust trees run about 10%, that is one out of every 10 trees even make it to retail nursery for sale. - i bought my house in november it had no grass just a huge goat head problem. I have burned, scraped, and sprayed a couple of times. Three weeks ago I planted grass seed, my lawn looks great thick and about 4 inches tall, but now I have goat heads growing all over.
